Senator Ellis objected, then withdrew his objection. There being no further objections, CS FOR SENATE JOINT RESOLUTION NO. 40(RLS) Proposing amendments to the Constitution of the State of Alaska providing that the governor and lieutenant governor be elected by a majority vote; and changing the term of office of the governor and lieutenant governor, was adopted and read the second time. Senator Tim Kelly offered Amendment No. 1 : Page 1, line 13: Delete Section 4. Insert Section 4. Term of office. The term of office of the governor is four years. If elected at the general election, it begins at noon on the first Monday in December. If elected at a runoff election, it begins on the third Monday in February following the election, unless otherwise prescribed by law. Senator Tim Kelly moved for the adoption of Amendment No. 1. Senator Elton objected, then withdrew his objection. There being no further objections, Amendment No. 1 was adopted. Senator Tim Kelly called the Senate. The call was satisfied. Senator Mackie moved and asked unanimous consent that the resolution be considered engrossed, advanced to third reading and placed on final passage. Senator Ellis objected. The question being: Shall the resolution be advanced to third reading?
